vii. As-Built Conditions & Project Closeout

As-built conditions and project closeout formalize the transition from construction to operation. This stage documents how the asset was actually delivered, verifies completion and compliance, and transfers knowledge, warranties, and responsibilities to owners and operators for the remainder of the asset’s lifecycle.

As-Built Condition

The verified physical and system state of a building at completion, reflecting all approved changes made during construction.

Certificate of Occupancy (CO)

An official authorization confirming that a building complies with applicable codes and may be legally occupied.

Commissioning

A systematic process of verifying that building systems are installed, tested, and performing as intended.

Closeout Documentation

The complete set of records delivered at project completion, including drawings, manuals, warranties, and certifications.

Deficiency Resolution

The process of correcting incomplete or nonconforming work identified prior to final acceptance.

Final Completion

The contractual milestone indicating that all work, including corrections, has been completed in accordance with the contract.

Handover Package

The organized collection of documents, data, and system information transferred to ownership and operations teams.

Operations & Maintenance (O&M) Manuals

Documentation describing how building systems should be operated, maintained, and serviced.

Punch List

A list of remaining items or defects to be corrected before final acceptance of the project.

Warranty Period

A defined timeframe after completion during which contractors or suppliers are responsible for repairing defects.
